Shirley was born in Newland, Virginia in Richmond County. She has resided in the Northern Neck the majority of her life and is married with five children and eight grandchildren. Shirley graduated from Washington & Lee High School in Montross, Virginia and subsequently attended Rappahannock Community College in Warsaw studying Accounting. She spends her spare time reading, sewing and quilting.
